Do I have the right to access landline and broadband services?
Yes and no. According to the Electronic Communications Act, you have the right to receive telephony at a reasonable cost in your permanent residence or business (holiday homes are not covered by this right). As it stands today, however, no telecom company, neither Telia nor any other, is obliged to offer telephony to everyone, but all telecom companies compete for you as a customer.
The Electronic Communications Act is also technology-neutral. Therefore, you cannot demand to have fixed telephony through a regular phone jack. In some cases, you may therefore be offered a different technical solution than you had in mind.
Primarily, it is the market that should offer telephony to households and businesses. However, there is a very small number of households that cannot get telephony through the usual telecom companies. In these rare cases, the state, through the Swedish Post and Telecom Authority, steps in and secures telephony. However, these are exceptional cases.
