Are minors allowed to use premium rate services or make other types of purchases via a mobile subscription?

The legal situation is not entirely clear when it comes to minors’ use of premium telecommunication services. It is the responsibility of the subscription holder to cover the costs incurred from telephony, including premium calls, in-app purchases, other premium telecommunication services, and international calls. If the subscription holder lends the phone to someone else, partner, child, neighbor, etc., it can be said that this person is given “apparent authority” to use the phone subscription with any potential costs that may arise. Regarding prepaid cards, one can argue that the actual agreement is made when purchasing the prepaid card.

To protect against unwanted costs, one can request a block on premium telecommunication services. You then contact your operator and request this block.

As a parent, you may find it strange that it can work this way, but contractually there is no difference between when a minor makes a short call to a friend, for a cost of about 50-60 öre, a call abroad, or a premium telecommunication service. The subscription is charged the cost, and the person responsible for payment of the subscription is also responsible for payment for all telephony that the subscription is used for.
