Here is an overview of important Swedish authorities, organizations, and services that support consumers in areas such as complaints, finance, consumer protection, telecommunications, and information security.

Myndigheter

Allmänna reklamationsnämnden  The National Board for Consumer Disputes (ARN) is a government agency. The board functions similarly to a court, and its main task is to impartially examine disputes between consumers and businesses. It is the consumer who submits the complaint to ARN.
Finansinspektionen (FI)  Since 1 January 2024, the Swedish Financial Supervisory Authority (FI) has taken over as the supervisory authority for debt collection from the Swedish Authority for Privacy Protection.
Integritetsskyddsmyndigheten (tidigare Datainspektionen)  The Swedish Authority for Privacy Protection is a central government agency tasked with ensuring that the processing of personal data does not result in undue intrusion into individuals’ personal privacy.
Konsumentverket  The Swedish Consumer Agency is a government authority tasked with safeguarding consumer interests. The agency works on a wide range of consumer-related issues, such as advertising and contract terms, consumer information, household finances, and the safety, quality, and environmental impact of goods and services. For example, the Consumer Agency works proactively to promote fair marketing practices, reasonable contract terms, and safe products.

The Consumer Agency also offers direct guidance to you as a consumer. On konsumentverket.se, you can find answers to questions about various consumer issues. You can also get tips on managing your finances or submit a complaint if you believe a company has acted improperly.

Konsument Europa (f d ECC)  Consumer Europe is part of the Swedish Consumer Agency and is also funded by the European Commission. Consumer Europe provides helpful advice when shopping across borders within the EU, as well as assistance if problems arise. The aim is to make it easier for you as a consumer to take advantage of the benefits of the common European market.
Konsumentvägledare i kommunerna  Most municipalities have consumer advisers who can provide guidance in individual disputes and cases. On the Swedish Consumer Agency’s information service website, you can search for phone numbers and email addresses of consumer advisers in the municipalities.
Kommunernas budget- och skuldrådgivare  By law, you are entitled to receive budget and debt counselling from your local municipality. A budget and debt counsellor can help you gain control over your finances and provide advice on how to manage and prioritise your debts. The counsellor also assists with applications for debt restructuring and offers support before, during, and after the process.
Kronofogden  The Swedish Enforcement Authority’s role is to ensure that individuals with debts are treated fairly according to the law, and that those entitled to payment receive assistance. The authority also provides advice on how to avoid becoming indebted.
Post- och telestyrelsen  The Swedish Post and Telecom Authority (PTS) is the agency responsible for overseeing electronic communications and postal services. The term electronic communications includes telecommunications, IT, and radio. PTS works within four key areas: putting consumer interests at the centre, promoting effective competition, ensuring efficient use of resources, and securing safe communications. For example, PTS strives to ensure that services are accessible, affordable, and secure, with a high level of privacy protection.
Mediemyndigheten (f d Myndigheten för press, radio och tv)  The Swedish Media Authority is responsible for decisions regarding licences, fees, and registration. It also supervises matters related to television broadcasts, on-demand TV, searchable teletext, and radio broadcasts. The authority also makes decisions concerning publishing certificates. Additionally, it ensures that the special decision-making body, the Broadcasting Commission for Radio and Television, can carry out its duties.
Strålsäkerhetsmyndigheten  The Swedish Radiation Safety Authority works proactively and preventively to protect people and the environment from the harmful effects of radiation—both now and in the future. Since mobile phones and base stations emit electromagnetic fields, the authority monitors developments and research related to mobile telephony and its potential health risks.

 

Organisationer

Nixnämnden  Works to promote ethical marketing communication and receives complaints about direct marketing that does not comply with the industry’s established standards for good practice.
Konsumenternas bank- och finansbyrå samt Konsumenternas försäkringsbyrå  The Consumers’ Banking and Finance Bureau is an independent agency that provides free and impartial information and guidance to consumers on matters related to banks, fund management companies, or other financial institutions.

The Consumers’ Insurance Bureau is an independent agency that offers free assistance and guidance in insurance matters concerning voluntary personal insurance policies.

Konsumenternas energimarknadsbyrå  The Consumers’ Energy Market Bureau is an independent agency that provides free assistance and guidance to consumers on various issues related to electricity and gas.
Kontakta (tidigare SCCF)  The industry association Kontakta (formerly the Swedish Call Centre Association, SCCF) works to foster discussions on privacy and measurement methods, address the industry’s educational needs, and protect its reputation. Members of the association operate in accordance with the ethical guidelines established by the organisation
Morgan  Morgan is an industry organisation for companies operating within the Swedish mobile services sector. Morgan has developed regulations for mobile premium services in Sweden.
Reklamombudsmannen   The Advertising Ombudsman (RO) is the business sector’s self-regulatory system for advertising. Members of the public, companies, authorities, or other organisations can report advertising to RO. The review process is free of charge.
Sveriges Konsumenter  The Swedish Consumers’ Association is a politically independent umbrella organisation that works to promote consumer interests. Its goal is to strengthen consumer power and ensure that decision-makers in politics, business, and public authorities—both in Sweden and internationally—always prioritise the best interests of consumers.
Swedma  Swedma is an industry organisation that works on issues important to direct marketing. Swedma has developed ethical guidelines for telemarketing to consumers and manages the NIX register.
Prisjämförelse  If you want to compare operators’ prices for subscriptions for telephony, broadband, and TV, you can use one of the price comparison services available online. When using comparison websites, it’s a good idea to consider who is behind the site and, if possible, find out how the comparisons are made.

 

Konsumenttjänster

Advokatjouren  On the Swedish Bar Association’s website, you can access the service ‘Advokatjouren’, which offers 15 minutes of free legal advice. You will speak with a lawyer who provides guidance and tips on how to proceed with your case.
Bredbandskartan  The Broadband Map shows broadband availability in Sweden in 250-metre grid squares. At the grid level, you can see access to fibre, cable TV, fixed radio, mobile 100 Mbit/s, mobile 30 Mbit/s, mobile 10 Mbit/s, and 5G.

By searching for your address, you can also find information about fibre network owners and see whether your address is included in a government-supported expansion project.

Bredbandskollen  Bredbandskollen helps consumers measure the speed of their internet connection. Behind Bredbandskollen is IIS (formerly .SE), the Internet Infrastructure Foundation, an independent non-profit organisation that works to promote the positive development of the internet in Sweden.
Informationssäkerhet  The information security website offers tips and advice on how to protect your personal information. It also provides information and checklists on internet security for households, among others. The site is operated by the Swedish Civil Contingencies Agency.
NIX-Telefon  Through the NIX-Telefon opt-out register, individuals can block their landline and mobile phone numbers from receiving calls for sales, marketing, and fundraising purposes. NIX-Telefon is operated by the NIX-Telefon association.
Surfa Lugnt  The campaign Surfa Lugnt aims to help Swedish internet users gain knowledge on how to avoid being affected by or spreading viruses, manage spam emails, and detect online fraud attempts (known as phishing). The campaign is supported by twelve authorities, organisations, and companies.
Svårlurad Fraud remains a major societal issue affecting people of all ages. Svårlurad is a joint initiative by Sweden’s banks and the Swedish Bankers’ Association aimed at raising awareness of the problem and providing practical tips and advice on how to protect yourself and your loved ones from fraud.
Testa lösenord  Testa lösenord is a tool that teaches how to create strong passwords that are difficult to crack. The service is operated by the Swedish Civil Contingencies Agency.
